TOWN OF MOUNTAIN VIEW

December 6, 2022   7:00 P.M.

The December 6, 2022 Mountain View Town Council meeting was called to order at 7:02 pm by Mayor Bryan Ayres. Those present were, council members, Tori Carter, Jamy Ferrin and Jenny Harvey, Clerk Treasurer, Penny Robbins, Deputy Clerk, Tammy Murray, Jake Porter with Public Works, Attorney, Mark Harris and Chief of Police, Allister Bunch.

Motion by Jamy Ferrin, second by Jenny Harvey to approve the agenda: motion carried.

Motion by Tori Carder second by Jamy Ferrin to approve the November 15, 2022 meeting minutes, motion carried.

Motion by Jamy Ferrin, second by Tori Carter to move ORDINANCE 2022 - 5 AN ORDINANCE OF THE TOWN OF MOUNTAIN VIEW, WYOMING AMENDING AND REENACTING SECTIONS OF TITLE 16, CHAPTER 4, WATER REGULATIONS, OF THE TOWN CODE OF THE TOWN OF MOUNTAIN VIEW, WYOMING from the table, motion carried.

Motion by Jamy Ferrin, second by Tori Carter to approve ORDINANCE 2022 - 5 AN ORDINANCE OF THE TOWN OF MOUNTAIN VIEW, WYOMING AMENDING AND REENACTING SECTIONS OF TITLE 16, CHAPTER 4, WATER REGULATIONS, OF THE TOWN CODE OF THE TOWN OF MOUNTAIN VIEW, WYOMING on first reading, motion carried.

Motion by Jamy Ferrin, second by Jenny Harvey to move ORDINANCE 2022- 6 AN ORDINANCE OF THE TOWN OF MOUNTAIN VIEW, WYOMING AMENDING AND REENACTING SECTIONS OF TITLE 16, CHAPTER 8, UTILITIES, SEWER REGULATIONS, OF THE TOWN CODE OF THE TOWN OF MOUNTAIN VIEW, WYOMING from the table, motion carried.

Motion by Jamy Ferrin, second by Tori Carter to approve ORDINANCE 2022- 6 AN ORDINANCE OF THE TOWN OF MOUNTAIN VIEW, WYOMING AMENDING AND REENACTING SECTIONS OF TITLE 16, CHAPTER 8, UTILITIES, SEWER REGULATIONS, OF THE TOWN CODE OF THE TOWN OF MOUNTAIN VIEW, WYOMING on the first reading, motion carried.

Motion by Jamy Ferrin, second by Jenny Harvey to recess into public hearing at 7:06 p.m.to hear public comments on ORDINANCE 2022-7 AN ORDINANCE OF THE GOVERNING BODY OF THE TOWN OF MOUNTAIN VIEW, WYOMING AMENDING SECTION 2.24.030 A AND SECTION 2.28.190 A OF THE TOWN CODE PROVIDING FOR COMPENSATION OF THE MAYOR AND COUNCILMEMBERS OF THE TOWN OF MOUNTAIN VIEW, motion carried.

There being no public comment, motion by Jamy Ferrin, second by Tori Carter to reconvene to regular meeting at 7:07 p.m., motion carried.

Motion by Jamy Ferrin, second by Tori Carter to approve ORDINANCE 2022-7 AN ORDINANCE OF THE GOVERNING BODY OF THE TOWN OF MOUNTAIN VIEW, WYOMING AMENDING SECTION 2.24.030 A AND SECTION 2.28.190 A OF THE TOWN CODE PROVIDING FOR COMPENSATION OF THE MAYOR AND COUNCILMEMBERS OF THE TOWN OF MOUNTAIN VIEW on second reading, motion carried.

Kelley Bonner with Concerned Citizens group said her questions about water and sewer were addressed in the workshop and asked about plowing the park walking path.

In other business, Bettie Tripp asked about information on agenda that is being considered by the council and how to get that information.

Ashley Martin, Aubrey Reger, Kayleen Hope, and Kylee Allen attended the meeting for Government class.

Jon Conrad reported on the meeting with the Wyoming Taxpayers Association meeting and what will be coming up in the Legislative Session.

With no other business to come before the council, motion by Jamy Ferrin, second by Tori Carter to adjourn into executive session at 7:20 p.m. for personnel matters, motion carried.
