The December 15, 2020 Mountain View Town Council meeting was called to order at 7 p.m. by Mayor, Scott Dellinger. Those Present were, Council President, Gina Tims, Council members, Tori Carter, and Jacob Porter, Clerk Treasurer, Penny Robbins, and Deputy Clerk, Amanda Fraughton, Rick Guild, Bud Lawson and Gary Hutchinson with Public Works, Chief of Police, Trevor Rasmussen, Officer’s Alan Kiefer and Jessica Knezovich.

ORDINANCE NO. 2020-07

AN ORDINANCE ANNEXING APPROXIMATELY 11.495 ACRES IN NW ¼ SE ¼ of Section 32, Township 16 N. Range 114 W., 6th P.M. UINTA COUNTY, WYOMING (described more particularly on Attachment A) TO THE TOWN OF LYMAN, UINTA COUNTY, WYOMING.

WHEREAS, The Town of Lyman is authorized under Wyoming Statutes §§15-1-401 et. Seq. to annex properties into the Town of Lyman.

WHEREAS, The Town of Lyman does specifically find that:

A petition was made and signed on October 26, 2020, by Kate Lamberti and Melissa L. Maxfield on behalf of Hope Acres, LLC who is the owner of about 11.495 acres in the NW ¼ SE ¼ of Section 32, Township 16 N. Range 114 W., 6th P.M. in Uinta County, Wyoming (described more particularly on Attachment A) and certified by the Town Clerk as complete on October 27, 2020; 

Notice of a public hearing was or will be published in the Bridger Valley Pioneer, with a map of the proposed annexed properties;

An annexation report was waived in writing by the affected landowners;

A public hearing was or will be held on December 17, 2020;

Proper notice was given to utilities serving this area more than twenty days prior to the public hearing;

The Town has received no objections to the annexation as to date.

WHEREAS, this Ordinance reflects that in an December 17, 2020, public hearing was or will be held and the Lyman Town Council found:

The proposed annexation of the areas is for the protection of the health, safety and welfare of the persons residing in the area and in the city or town;

The urban development of the area sought to be annexed would constitute a natural, geographical, economical and social part of the annexing city or town;

The area sought to be annexed is a logical and feasible addition to the annexing city or town and the extension of basic and other services customarily available to residents of the city or town shall, within reason, be available to the area proposed to be annexed;

The area sought to be annexed is contiguous with or adjacent to the annexing city or town;

That the area is currently served by Bridger Valley Electric, but if necessary governing body is prepared to issue one (1) or more franchises as necessary to serve the annexed area pursuant to W.S. 15-1-410;

WHEREAS, the prescribed procedures of Wyoming Statute and Lyman Town Ordinance have been followed and completed.

NOW THEREFORE BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF LYMAN, UINTA COUNTY WYOMING that:

The following described territory and real property shall be designated an A Zone and is hereby annexed and taken into the Town of Lyman, Uinta County, Wyoming:

PUBLIC NOTICE

Grant Opportunity

Attention: Charitable Organizations in Uinta County,

The county has been allocated $449,562 to distribute to local Charitable Organizations, there are still approximately $267,000 available to be allocated after the first round of awards.  For purposes of this grant opportunity, a “charitable organization” means a nonprofit entity, including churches, which qualifies as tax-exempt under either Section 501c(3) or Section 501c (19) of the Internal Revenue Code and which provided goods, services, or payments to the public related to the COVID-19 Public Health Emergency.  Please refer to the Community Charitable Relief Program Rules on the county’s website for a more comprehensive list of reimbursable items and qualifications.  It is imperative that each applicant understands and complies with all of the rules in order to be considered.  If an organization would like to apply for funds to the County Commissioners, the following items must be completed and returned to the County Clerk’s Office located at 225 9th Street Evanston, WY  82930 no later than 12:00 pm on January 26, 2021:

 Sub-grantee Certification (template located on the county website)

Detailed Narrative Including:

Description of how the organization provided goods, services, or payments related to the COVID-19 Public Health Emergency at no cost to the recipient

Amount of money being requested

Date the funds were spent and itemized list of purchases

Invoices or receipts

If the grant request includes a request for lost donations or revenue as a direct result of an interruption caused by COVID-19, the request must include the items listed above (except for invoices or receipts) as well as the following additional items:

Documentation showing qualifying gross loss to donation revenue; minus any state or federal loans, grant, business interruption stipend program funds, relief program funds issued as relief relating to COVID-19.

Description of lost donations, revenues, or other fundraisers and how it directly applies to COVID-19.

The December 1, 2020 Mountain View Town Council meeting was called to order at 7:00 p.m. by Mayor Scott Dellinger. TOWN OF LYMAN WYOMING

Minutes of the Business Meeting held December 17, 2020

 Present were Mayor Berg ,Councilmembers Andy Spray, Tansy Shelton, Dallas Sill, and Shane Hooton, Clerk Lisa Bradshaw, Police Chief Kathy Adams, Public Works Director Jared Crane and Attorney Thayne Peterson. 

Councilman Hooton made a motion to approve the agenda, second by Councilwoman Shelton, motion carried unanimously.

Councilman Sill made a motion to approve the minutes of the December 3, 2020 business meeting and work session, second by Councilman Spray, motion carried unanimously.

ORDINANCE NO. 2020-07 AN ORDINANCE ANNEXING APPROXIMATELY 11.495 ACRES IN NW ¼ SE ¼ OF SECTION 32, TOWNSHIP 16 N. RANGE 114 W., 6TH P.M. UINTA COUNTY, WYOMING (DESCRIBED MORE PARTICULARY ON ATTACHMENT A) TO THE TOWN OF LYMAN, UINTA COUNTY, WYOMING.  Councilman Hooton made a motion to table Ordinance No. 2020-07 on the second reading, second by Councilman Spray, motion carried unanimously.

Ordinance No. 2020-08 AN ORDINANCE AMENDING THE ADOPTED STATE TRAFFIC PROVISIONS ORDINANCE.  Attorney Peterson explained the need for this Ordinance.  Councilman Spray made a motion to approve Ordinance No. 2020-08 on the first reading, second by Councilwoman Shelton motion carried unanimously.
