Notice is hereby given that, due to various scheduling conflicts, the November 2023 regularly-scheduled meeting of the Board of Trustees for Uinta County School District has been rescheduled to Tuesday, November 7, 2023. The meeting will be held at 7:00 p.m. in the Board Room at the Central Office building, located at 129 W. 2nd Street, Mountain View, Wyoming, and is open to the public.

REQUEST FOR BIDS
Notice is hereby given that the Uinta County Conservation District (UCCD) is accepting bids for a Bear River Restoration Project to improve stream stability and reduce erosion and sediment loading in the Bear River. The project involves an irrigation diversion reconstruction and restoration of approximately 6,300 feet of the Bear River located in Township 15N, Range 120W, Sections 8 and 17 north of the City of Evanston in southwest Wyoming. Sealed bids will be accepted until 3:00 pm on Monday, November 13th, 2023 by the Uinta County Conservation District, 204 East Sage Street, P.O. Box 370, Lyman, WY 82937. A mandatory pre-bid walk is scheduled for Wednesday, November 1st at 10:00 am. To obtain a bid packet with more detailed information regarding this request for bids, contact Kerri Sabey at the Uinta County Conservation District office at 307-288-0214 or [email protected]. Bids may be submitted through mail or brought to the UCCD office.

Mayor Bryan Ayres led the Pledge of Allegiance.
The October 3, 2023 Mountain View Town Council meeting was called to order at 7:02 pm by Mayor, Bryan Ayres. Those present were, council members, Jamy Ferrin, Tori Carter and Kelly Bonner, Clerk, Penny Robbins, and Jake Porter.
Motion by Tori Carter, second by Jamy Ferrin to approve the agenda, motion carried
Motion by Jamy Ferrin, second by Tori Carter to approve the September 19, 2023 meeting minutes; motion carried.
Motion by Kelly Bonner, second by Tori Carter to accept the bid of $5555.00 from T.J. Riffer for the 2016 Dodge Charger, motion carried
Mayor Bryan Ayres administered the Oath of Office to Officer, Mark Erramouspe.
Motion by Tori Carter, second by Jamy Ferrin, to approve the following bills; Bridgerland Carquest, Vehicle Supplies, $216.29, Business Solutions Group, Office Supplies, $71.57, Dominion Energy, Gas Service, $40.87, Marc, Weed Control, $272.09, William Leaders, Credit Refund, $189.71, Smith Psychological Services, PD Screening, $400.00, Tegeler & Associates, Insurance Renewal, $17713.00, Union Telephone Co, Phone & Internet Service, $1069.42, Norman Thurst, Utility Deposit Refund, $101.95, WEX Bank, Fuel, $600.08, WY State Lands & Investments, CWSRF Loan Payment, $86598.62; motion carried.

Minutes of the Business Meeting held October 5, 2023

The meeting was called to order by Mayor Hooton, present was Councilmember’s Gregg Moretti, Bronson Berg and Jimmy Bramlett.

Councilman Bramlett made a motion to approve the agenda as amended, second by Councilman Berg, motion carried unanimously.
Councilman Moretti made a motion to approve the minutes of the September 21, 2023 Business Meeting and Work Session, second by Councilman Bramlett, motion carried unanimously.
Ordinance No. 2023-03 AN ORDINANCE AMENDING THE AGE AT WHICH A DOG OR CAT NEEDS TO BE LICENSED Councilman Moretti made a motion to approve Ordinance No. 2023-03 on the third and final reading, second by Councilman Berg, motion carried unanimously.
Ordinance No. 2023-04 AN ORDINANCE AMENDING THE REQUIREMENTS OF CITIZENS TO REMOVE SNOW AND ICE ACCUMULATIONS Councilman Bramlett made a motion to approve Ordinance No. 2023, second by Councilman Berg, motion carried unanimously.
Resolution # 2023-13 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LYMAN INCORPORATING THE TOWN’S ON-CALL COMPENSATION POLICY INTO THE EMPLOYEE MANUAL Councilman Moretti made a motion to take Resolution # 2023-13 off the table, second by Councilman Bramlett, Councilman Moretti made a motion to table Resolution # 2023-13, second by Councilman Berg, motion carried unanimously.
Resolution # 2023-16 APPROVING THE FINAL PLAT FOR THE DICKERSON REVILLI ADDITION LOCATED WITHIN THE TOWN OF LYMAN, UINTA COUNTY, WYOMING AND SETTING THE ZONES THEROF Councilman Moretti made a motion to approve Resolution # 2023-16, second by Councilman Bramlett, motion carried unanimously.
Mayor Hooton ratified the previous motion in the September 21, 2023 meeting for Ordinance No. 2023-02. Resolution # 2023-15 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LYMAN SETTING COMPENSATION FOR THE MEMBERS OF THE LYMAN TOWN COUNCIL PLANNING AND ZONING COMMISSION MEMBERS Councilman Bramlett made a motion to approve Resolution # 2023-15, second by Councilman Berg, motion carried, Councilman Moretti recuised himself.
Councilman Bramlett made a motion to approve the Beverage Catering Permit for Cassidy Henrie and Josiah Toelle November 17th and 18th at the Heritage Barn, second by Councilman Berg, motion carried unanimously.
Councilman Moretti made a motion to take the Mutual Aid Agreement between the Town of Lyman and Unita County off the table, second by Councilman Berg, Councilman Berg made a motion to approve the Mutual Aid Agreement between the Town of Lyman and Uinta County, second by Councilman Moretti, motion carried unanimously.
Councilman Berg made a motion to approve the Memorandum of Understanding for Rhonda Snyder property and authorize the Mayor to sign, second by Councilman Bramlett, motion carried unanimously.
Councilman Moretti made a motion to approve Purchase Order #2023-15, Toms HVAC in the amount of $7400.00, second by Councilman Bramlett, motion carried unanimously.
