October 21, 2021 5:30 P.M.
The October 21, 2021 Mountain View Town Council special meeting was called to order at 5:30 pm by Mayor, Bryan Ayres. Those present were, Mayor, Bryan Ayres, council members, Tori Carter, Gina Tims and Jamy Ferrin and Clerk, Penny Robbins.
Motion by Gina Tims, second by Jamy Ferrin to approve the agenda; motion carried.
Motion by Jamy Ferrin, second by Tori Carder to recess for executive session for personnel at 5:31 pm; motion carried.
Motion by Tori Carter, second by Gina Tims to reconvene regular meeting at 6:56 pm; motion carried.
There being no other business, the meeting was adjourned 6:56 pm.

The Pledge of Allegiance was led by Mayor, Bryan Ayres.
The October 19, 2021 Mountain View Town Council meeting was called to order at 7 pm by Mayor, Bryan Ayres. Those present were, council members, Jenny Harvey, Tori Carter, Gina Tims and Jamy Ferrin, Clerk Treasurer, Penny Robbins, Rick Guild with Public Works, and Chief Trevor Rasmussen, Sergeant Allen Van Wagoner and Officer Jessica Knezovich.
Motion by Gina Tims, second by Tori Carter to approve the agenda; motion carried.
Motion by Jenny Harvey, second by Jamy Ferrin to approve the October 5, 2021 minutes; motion carried.

Motion by Gina Tims, second by Tori Carter to ENTER INTO CONTRACT IN THE AMOUNT OF $1500.00 WITH BRIDGER VALLEY SUB-FOR SANTA TO ASSIST IN MAKING SURE CHILDREN AND SENIOR CITIZENS HAVE GIFTS AND HELP PUT FOOD IN THE HOUSEHOLD CHRISTMAS MORNING; motion carried.
Motion by Tori Carter, second by Jenny Harvey approving CHANGE ORDER FROM SCI TO FINISH FIRE HYDRANTS CAPITAL IMPROVEMENTS PROJECT USING GENERAL FUNDS RESERVES; motion carried.
Motion by Gina Tims, second by Jamy Ferrin approving RESOLUTION 2021-5 ELDREDGE LOT LINE ADJUSTMENT; motion carried.

PUBLIC NOTICE
The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with Austin/Wall Irrigation District (AWID) as the project sponsor, are proposing to fund through the Watershed Protection and Flood Prevention Act [Public Law (PL) 83-566], improvements at the Wall Reservoir. The reservoir is located north of Fort Bridger in Uinta County, Wyoming. The proposal includes improvements at the Wall Dam to reduce seepage losses, improve operational functions, and reduce flood risk to downstream property owners.
A meeting will be held to review and discuss the scoping for the Upper Blacks Fork Watershed – Wall Reservoir Project. The meeting will be held on Monday, November 22, 2021 at 5:30 PM at the Lyman Town Hall. Members of the Austin & Wall Irrigation District and the public are invited to attend.
