The Pledge of Allegiance was led by Mayor, Bryan Ayres.
The November 2, 2021 Mountain View Town Council meeting was called to order at 7 pm by Mayor, Bryan Ayres. Those present were, council members, Jenny Harvey, Tori Carter, and Jamy Ferrin, Clerk Treasurer, Penny Robbins, Deputy Clerk, Amanda Fraughton, Rick Guild with Public Works, Chief Trevor Rasmussen and Sergeant Allen Van Wagoner.
Motion by Jamy Ferrin, second by Tori Carter to approve the agenda; motion carried.
Motion by Jamy Ferrin, second by Jenny Harvey to approve the October 19, 2021 minutes and October 21, 2021 special meeting minutes; motion carried.
Motion by Tori Carter, second by Jamy Ferrin to pay the following bills; Bridger Valley Electric Association, Electricity, $5762.50, Bridger Valley Joint Powers, Water, $22703.40, Bridger Valley Sub-For-Santa, Contract, $1500.00, Dominion Energy, Gas, $459.61, Amanda Fraughton, Travel, $347.20, Freeway Tire, Vehicle Maintenance, $631.08, Homax, Fuel, $4356.13, Quadient Inc., Postage Machine Rental, $89.85, Ridge Runner Concrete Inc., Streets, $312.00, Penny Robbins, Travel, $347.20, Town of Mountain View, Water, $514.60, Union Telephone Company, Phone Service, $1144.31, Julie Jenkins, Water Deposit Refund, $100.00, W-Cubed Inc., Maintenance/Repairs, $562.00, Wex Bank, Fuel, $1420.78; motion carried.

The meeting was called to order by Mayor Berg at 7:00 p.m. present were Councilmembers: Eric Quinney and Shane Hooton

Councilman Quinney made a motion to approve the agenda as amended, second by Councilman Hooton, motion carried unanimously.
Councilman Quinney made a motion to approve the October 21, 2021 business meeting and work session as amended, second by Councilman Hooton, motion carried unanimously.
Councilman Quinney made a motion to approve the Alcohol Permit for Sheldon Lance on February 2, 2022 at Heritage Barn, second by Councilman Hooton, motion carried unanimously.
Resolution # 2021-21 APPROVING THE RASMUSSEN – MAYNARD ADDITION, A SUBDIVISION OF PART OF LOT 8, BLOCK 16 OF THE ORIGINAL LYMAN TOWNSITE OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING. Councilman Hooton made a motion to approve Resolution # 2021-21, second by Councilman Quinney, motion carried unanimously.
Resolution # 2021-22 APPROVING THE LYMAN 2ND ADDITION, A SUBDIVISION OF PART OF LOTS 3,6,7 AND 8 AND LOTS 2,4 AND 5, BLOCK 11 OF THE ORIGINAL LYMAN TOWNSITE OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING. Councilman Quinney made a motion to approve Resolution # 2021-22, second by Councilman Hooton, motion carried unanimously.
Mayor Berg opened the Public Hearing for the submission of an application to the Wyoming Business Council’s Business Committed Grant Program for funding a grant on behalf of the governing body for the Town of Lyman, this grant is funding the construction of an Assisted Living Facility in Lyman. Attorney Peterson explained what the grant was for. No public comments. Mayor Berg closed the public hearing.
Councilman Quinney made a motion to approve the Town of Lyman pay the costs to upgrade 8 inch sewer line & engineering fees for Don Gill, second by Councilman Hooton, motion carried unanimously.
Councilman Quinney made a motion to approve Purchase Order 2021-011 for Altec Service Center for repairs on bucket truck in the amount of $5,387.07.
Councilman Hooton made a motion to approve the following bills: Altec Industries – work on bucket truck $5387.07, Alsco – janitorial supplies $304.49, Platts Construction – boom truck service to replace pump $ 750.00, Carrier – work on HVAC $1115.00, Chemtech-Ford – samples $326.00, Wyoming Workers Comp – worker’s comp $723.55, Harris Law Office – contract judge $1200.00, Mountainland Supply – fertilizer $622.57, Great West Trust Company – 457 retirement $1400.00, Peterson Legal Service – contract attorney $3000.00, Postmaster – postage for utility bills $ 262.73, Dominion – utilities $ 989.30, Real Kleen – janitorial supplies $ 168.85, Tamera D. Lopez – contract barn $500.00, The Swap Shop Performance & Repair – work on PD vehicle $1174.36, Union Telephone – telephone charges $1208.80, Wells Fargo Financial Leasing – PD copier lease $139.00, Westar Printing – office supplies $135.15, Wyoming Retirement – retirement $7852.43, Brendan Piercy – water deposit refund $34.00, Kelly Sutherland- water deposit refund $85.93, Chase and Kim Porter – water deposit refund $85.93, Power Engineering – monthly charges $125.00, Wyoming Board of Veterinary Medicine – name change on certification $25.00, second by Councilman Spray, motion carried unanimously.
