ORDINANCE NO. 2019-02

AN ORDINANCE REVOKING THE ORDINANCE MANDATING PARKS IN NEW SUBDIVISIONS

WHEREAS, the Town currently has an Ordinance requiring 5% of land in new subdivisions to be dedicated for public parks and/or open spaces; and

WHEREAS, the Town Council finds it desirable to revoke this requirement, as the cost of the Town to maintain this dedicated land can be prohibitive. 

NOW THEREFORE BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING THAT THE TOWN CODE SHOULD BE MODIFIED IN THE FOLLOWING WAY:

CALL FOR BIDS

Uinta County School District No. 4 (the Owner) is receiving lump sum sealed proposals for the Mountain View High School Vestibules project.  The work consists of selective demolition of concrete and CMU for new walls and stair.  Ceiling removal and patching as necessary for the installation of new structural headers and mechanical/electrical devices.  Installation of new work including grading, new hollow metal entrances, new walls and headers, and all necessary cutting, patching, coring, painting, sprinklers, electrical and other miscellaneous items required to complete work in full.    This project is to be awarded under a single Contract.

 First copies of the contract documents will be on file after March 11th, 2019 and open to public inspection in the office of the Owner or Plan One/Architects, 4020 Dewar Drive, Suite A, Rock Springs, WY 82901 or as posted to Plan One Share File Site. Paper plans and specifications will not be available, bidders must access the website listed above and download for a fee of $25.00 per user per download. Upon request, Plan One/Architects will provide a hyperlink by email with direct access to the host page or reference QuestCDN project number 6205859.  

A pre-bid conference will be held at the project site on March 28th, 2019 beginning at 2:00 p.m.  Attendees shall meet at the project site at the front entrance, Mountain View High School, 330 7th Street, Mountain View, WY 82939.  The conference will be mandatory for all General Contractors wishing to have their bid considered for the work.  The sub-contractors are welcome (but not required) to attend the pre-bid conference. 

All proposals must be accompanied by a Bid Bond or Cashier’s Check in the amount of ten percent (10%) of the maximum amount of the proposal.  The successful bidder shall provide a one hundred percent (100%) Performance and Payment Bond.  The bidder is required to comply with all applicable local, state, and federal laws. 

The Owner reserves the privilege of rejecting any or all proposals, or waiving any irregularities or formalities in any proposal in the bidding.  Submit written proposals to: Uinta County School District No. 4 C/O Bob Alvis, 129 W. Second Street, Mountain View, WY 82939.  Sealed proposals shall be marked “Mountain View High School Vestibules” and shall state the name of the company bidding on the outside of the envelope.  Proposals must be received by the 4th day of April, 2019 at 2:00 p.m.  Proposals will not be accepted after this date and time.  Proposals will be read aloud at that date and time.

 ORDINANCE NO. 2019-01

AN ORDINANCE REVOKING THE ORDINANCE MANDATING TREES AND AMENDING STREETLIGHT SPACING IN NEW SUBDIVISIONS

WHEREAS, the Town currently has an Ordinance requiring trees to be planted every 75 feet in new subdivisions; and

WHEREAS, the Town Council finds it desirable to revoke this requirement; and

WHEREAS, the Council wishes to modify the distance between lights required in a subdivision.

NOW THEREFORE BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING THAT THE TOWN CODE SHOULD BE MODIFIED IN THE FOLLOWING WAY: 

11-8-8: Required Improvements:

  1. Vacated.
  2. Lights: The subdivider shall install at each intersection and/or at minimum intervals of two hundred fifty feet (250’) between poles, light poles and luminaires of the same size and brand as other poles and luminaires in the area and as approved by the engineer. The pole and luminaire shall be supplied with electricity and the luminaire shall be attached so as to illuminate and not obscure the area of intended illumination.

 No other portion of Ordinance 11-8-8 is altered by the passage of this Ordinance.

TOWN OF LYMAN WYOMING

Minutes of the Business Meeting held March 7, 2019

 Present were Mayor Berg, Councilmembers Andy Spray, Tansy Shelton, Shane Hooton and Dallas Sill, Public Works Director Jared Crane, Chief Kathy Adams, Clerk Lisa Bradshaw and Attorney Thayne Peterson. 

Councilman Spray made a motion to approve the agenda as amended, second by Councilman Sill, motion carried unanimously.

Councilwoman Shelton made a motion to approve the minutes of the February 21, 2019 work and business meeting, second by Councilman Hooton, motion carried unanimously.

RESOLUTION # 2019-06 APPROVING THE FINAL PLAT FOR THE J & M ADDITION LOCATED WITHIN THE TOWN OF LYMAN, UINTA COUNTY, WYOMING.  Councilman Sill made a motion to approve Resolution # 2019-06, second by Councilman Spray, motion carried unanimously.

RESOLUTION # 2019-07 APPROVING THE FINAL PLAT FOR THE MCCREATH 2ND ADDITION LOCATED WITHIN THE TOWN OF LYMAN, UNITA COUNTY, WYOMING AND SETTING THE ZONE THEREOF.  Councilman Hooton made a motion to approve Resolution # 2019-07, second by Councilman Spray, motion carried unanimously.

Mayor Berg asked for a vote on the appointments of:

  • Shawn Sorensen – Planning and Zoning Board (3 yr. term)
  • Councilwoman Tansey Shelton – Economic Development Board ( 1 yr. term)

All voted in favor of these appointments.
