The Board of Trustees of Uinta County School District Four will hold the regularly-scheduled Board Meeting on Tuesday, April 14, 2020, at 7:00 p.m. in the District Office Board Room. However, due to the order currently in place from Governor Gordon that limits public gathering to less than ten people, this board meeting will be live-streamed through the Uinta County School District #4 Facebook page (https://www.facebook.com/ucsd4). The agenda for this meeting will be posted on the Uinta 4 school district website (www.uinta4.com, Central Office / School Board / Agendas). Public comments may be submitted prior to the board meeting through the email address kieferr@uinta4.com.

TOWN OF LYMAN WYOMING

MINUTES OF THE BUSINESS MEETING HELD MARCH 19, 2020

Present were Mayor Berg, Councilmembers Andy Spray, and Dallas Sill, Public Works Director Jared Crane, Clerk Lisa Bradshaw, Chief Kathy Adams and Attorney Thayne Peterson.  Councilwoman Shelton and Councilman Hooton were present by phone.

Councilman Spray made a motion to approve the agenda, second by Councilman Sill, motion carried unanimously.

Councilman Sill made a motion to approve the minutes of the March 5, 2020 business meeting and work session, second by Councilwoman Shelton, motion carried unanimously.

Resolution # 2020-05 A RESOLUTION AUTHORIZING THE TOWN BUILDING OFFICIAL TO EXEMPT PORCHES FROM SOME OR ALL INSPECTION REQUIREMENTS.  Councilman Spray made a motion to take Resolution # 2020-05 off the table, second by Councilman Hooton, motion carried unanimously. Councilwoman Shelton made a motion to approve Resolution # 2020-05, second by Councilman Sill, motion carried unanimously.

Resolution # 2020-07 A RESOLUTION APPROVING A BID FOR LYMAN STREETS 2020 PROJECT. Councilman Spray made a motion to approve Resolution # 2020-07, second by Councilman Hooton, motion carried unanimously.

Councilman Hooton explained that on the agenda at the Planning and Zoning meeting on March 3, 2020 was a variance for frontage of property not facing a town street for Green Acres Subdivision, P & Z denied this variance. Since this time some discrepancies have been discovered in the subdivision ordinances that need addresses, Attorney Peterson agrees that the ordinances need revised to clear up the discrepancies.  Mr. Peterson also advised Kelly Bonner (Green Acres Subdivision owner) to revise the final plat map taking out the word private and public access, bring it back to P & Z to be addressed and at the council meeting following this action there will be a resolution for the council to address.  Tammy Crook as a member of the Planning and Zoning felt like the road was an issue she feels at some point the residence of these lots are going to want the town to pave and maintain this road if it is not in writing to relieve the town of this obligation, she stated that the residence of Prairie View Drive did this very thing.

Mayor Berg opened the public hearing for an appeal on a variance for Green Acres Subdivision that was denied by P & Z.  No public comments.

Bonneville Equipment – supplies $41.74, BVEA – utilities $8,471.01, Bridger Valley Pioneer – advertising $211.20, Bridger Valley Propane – propane for animal shelter $218.85, Caselle – maintenance/support $780.00, Chem-Tech Ford – samples $50.00, Covolo-Auto Farm Services – monthly charges $548.94, First Bankcard – credit card $2,929.93, Fluid Control Company – filters $9,171.64, Forsgren Associates – engineering charges $9,907.50, Ricoh – copier leases/maintenance 51.29, Mountainland Supply – fertilizer $822.24, Quadient Finance – postage $500.00, Ogden Carpet Outlet – barn flooring $6,565.32, Pacific Steel & Recycling – metal for barn $721.11, Tegeler & Associates – insurance $17,782.00, Ferguson Waterworks – supplies $622.06, One-Call of Wyoming – tickets for February $4.50, Amber Roling – barn rental refund $350.00, Jacob Anderson – reimbursement $139.10, Power Engineering – monthly charges $125.00, second by Councilwoman Shelton, motion carried unanimously.
