NOTICE OF PUBLIC HEARING

The Town of Lyman will be holding a public hearing May 19, 2022 6:00 p.m. Lyman Town Hall.  The purpose of the public hearing is to receive public input on Ordinance No. 2022-02 AN ORDINANCE OF THE TOWN OF LYMAN, WYOMING MODIFYING THE TIME OF THE REGULAR TOWN COUNCIL MEETINGS

Minutes of the Business Meeting held April 21, 2022

The meeting was called to order by Mayor Berg at 7:00 p.m. present were Councilmembers:  Tansy Shelton, Shane Hooton, and Eric Quinney Clerk Lisa Bradshaw; Police Chief Kathy Adams.

Councilwoman Shelton made a motion to approve the agenda as amended, second by Councilman Hooton, motion carried unanimously.

Councilman Hooton made a motion to approve the April 7, 2022 business meeting and work session minutes, second by Councilman Quinney motion carried unanimously.

Mayor Berg opened the public hearing for the renewal of a liquor license for John’s Clover Club LLC.. Kate Lamberti 467 East Street South questioned if this was a yearly issued license through the town. Attorney Thayne Peterson stated that this establishment has been a great partner for the town, friendly and helpful. Public hearing was closed.

Councilman Hooton made a motion to approve John’s Clover Club LLC. liquor license, second by Councilman Quinney motion carried unanimously.

Councilwoman Shelton made a motion to approve a beverage Catering Permit for John’s Clover Club throughout the summer months for a Cornhole Tournaments on the outside premises of John’s Clove Club property, second by Councilman Hooton, motion carried unanimously.

Resolution # 2022-13 A RESOLUTION ESTABLISHING EXTRA-TERRITORIAL RATES TO ANY PREVIOUS CONNECTED OR ANY FUTURE CONNECTING WATER SERVICES TO THE TOWN SYSTEM Councilman Quinney made a motion to table Resolution #2022-13, second by Councilwoman Shelton, motion carried unanimously.

Resolution # 2022-14 APPROVING THE HOPE ACRES PHASE 3 ADDITION TO THE TOWN OF LYMAN, UINTA COUNTY, WYOMING Councilman Hooton made a motion to approve Resolution # 2022-14, second by Councilwoman Shelton motion carried unanimously.

Resolution # 2022-15 A RESOLUTION OF THE TOWN COUNCIL MODIFYING THE REGULAR COUNCIL MEETING TIME FOR MAY AND JUNE 2022 Councilman Quinney made a motion to approve Resolution # 2022-15, second by Councilwoman Shelton.

Ordinance No. 2022-02 AN ORDINANCE OF THE TOWN OF LYMAN, WYOMING MODIFYING THE TOWN OF THE REGULAR TOWN COUNCIL MEETINGS Councilman Hooton made a motion to approve Ordinance No, 2022-02 on the first reading, second by Councilwoman Shelton, motion carried unanimously.

Councilman Quinney made a motion to approve the expenditure for ~ of the cost of reconstruction the Crow’s Nest at the rodeo grounds, up to $7,000.00, the other 12 will be fronted by the rodeo committee, second by Councilman Hooton, motion carried unanimously.

Councilman Hooton made a motion to approve the following bills: Airgas ~ cylinder rental $64.39, Alsco =janitorial supplies $325.84, BCBS - insurance $17,470.22, Brenntag - chemicals $1,836.50, BVEA - utilities $8,489.48, Bridger Valley Pioneer - advertising $348.80, Bridgerland Carquest - supplies $42.83, Chemtech-Ford - samples $110.00, Evanston Hospital drug test $60.00, First Bankcard - credit card charges $3,877.04, Forsgren - engineering $2,940.00, Mountainland Supply - supplies $239.21, Otis Elevator - service contract $685.74, Purchase power - postage $243.07, Office Products Dealer - office supplies $125.86, Valley Supply - supplies $109.97, Wells Fargo Financial- copier lease $149.00, One-Call of Wyoming - tickets for March $16.50, Aubrey Smith - water deposit refund $17.26, Travis Shoemakerwater deposit refund $15.66, Power Engineering - contract $125.00, Wyoming Department of Agriculture - splash pad license $50.00, second by Councilwoman Shelton, motion carried unanimously.

Councilman Hooton made a motion to adjourn into an Executive Session for personnel and potential litigation, second by Councilwoman Shelton, motion carried unanimously.

Uinta County School District #6

Lyman Aquatic Center Air Handlers and Boiler Upgrade

Uinta County School District #6 hereby announces that sealed bids will be received at the Uinta County School District #6 Office, 126 North Franklin Street, Lyman, WY 82937 for Lyman Aquatic Center Air Handlers and Boiler Upgrade.  Proposals will be received until 11:00 a.m.  on Thursday, June 16, 2022, local prevailing time.  

Contractors wishing to submit bids must hold a current Public Works Contractors License, commensurate with the size of contract and must submit a bid bond in the amount of 5% of the total bid amount, including any add alternates with the bid. The successful bidder will be required to furnish the additional necessary bond(s) for the faithful performance of the contract and supply the necessary insurance documents as prescribed in the contract documents.

Licensed contractors may obtain or examine bid documents on or after May 13, 2022, at the office of Nielson Engineering Inc., 156 North 12th Ave. Pocatello, Idaho 83201, and at the District Business Office, 126 North Franklin Street, Lyman, WY 82937.  Any questions during the bidding phase must be directed to Nielson Engineering.  Email to nei@nielsoneng.com. 

A mandatory pre-bid conference and walk through will be held at 11:00 a.m. on June 2, 2022 at Lyman Aquatic Center 1305 East Clark Street Lyman, WY.  The walk through includes the Lyman Aquatic Center Mechanical Room.

Attendance is mandatory for General Contractors.  Attendance is encouraged for subcontractors.

Bid security in the amount of five percent (5%) of the base bid will be required in the form of a Bid Bond, Cashier’s Check, or Certified Check payable to the Owner.  Security will be returned to unsuccessful bidders.  The bid security will be retained by Owner as liquidated damages if the successful bidder refuses or fails to enter into a contract within ten (10) days after the same is let to him or fails at the time of executing the contract to furnish all post bid submittals including bids covering their faithful performance of the contract and payment of all obligations arising thereunder.

The Board of Trustees of Uinta County School District #6 reserves the right to disregard all non-conforming, non-responsive or conditional bids, to waive any minor irregularities, to reject all bids, or to accept the bid or bids it deems best.

The annual meeting of the Bridger Valley Water Conservancy District will be held Wednesday, May 25, 2022 @ 8:00 pm in the Bridger Valley Water Conservancy District Board Room located at 609 West 3rd Street in Mountain View, Wyoming.

Business of the meeting will include:

Election of two Directors

Sub-District #1, Black’s Fork, for a five year term to succeed the expiring term of Lane Bird

Sub-District #2, Smith’s Fork, for a five year term to succeed the expiring term of Chad Spackman

Report of the Officers

Any other business to normally come before the meeting

PUBLIC NOTICE

Notice is hereby given that Kandy Roberts has applied for a Land Use District Change (Zone Change) and Subdivision Permit for a parcel of land in Section 24, T16N R115W.  The application would allow a change from the Agricultural/ Resource/Development (ARD) Land Use District to the Residential (R) Land Use District for the development of a two (2) lot Residential subdivision entitled the K Roberts Subdivision.

This notice is submitted to alert all families of children who attended a Lincoln Uinta Child Development  Association developmental disabilities preschool program during the school year 2014 through 2015. If you child received services through one of LUCDA’s centers (Alpine Child Development Center, Bridger Valley Child Develpment Center, LUCDA-Evanston, Kemmerer Child Development Center, Star Valley Child Development Center (Afton or Thayne) during the years listed, those records will be destroyed on or after June 1, 2022. If parents wish to obtain their child’s records they may contact the local center where their child attended, or the LUCDA Regional Office at P.O. Box 570, Mountain View, WY 82939, (307) 782-6602 prior to June 1, 2022. Records will be given only to those who can prove guardianship of the child. If you are a friend or relative of a child who attended the program during these years, please assist the program by notifying parents that records are available.
