NOTICE TO CONTRACTORS

Notice is hereby given that the Board of Trustees of Uinta County School District #6, 126 North Franklin, Lyman, Wyoming will receive sealed Bid Proposals on or before 1:00 p.m., Monday, June 3, 2019, to remove & replace the sports floor in the Lyman Intermediate School auxiliary gym. The full scope of work will be included in the bid package.  Work may begin on July 1, 2019 and must be completed by August 9, 2019.

Proposals shall be submitted in accordance with the Contract Drawings, Specifications, and other Contract Documents as prepared by Uinta County School District #6.

A mandatory job walk will be held at the District Office, 126 North Franklin on Wednesday, May 29, 2019 at 11:30 a.m.

Each proposal shall be accompanied by a Certified or Cashier’s Check or Bid Bond for not less than five percent (5%) of the bid amount, made payable to the Uinta County School District #6.  If certified or cashier’s check is used in lieu of bid bond, execution of a 100% Performance and 100% Payment Bond must accompany bid.  The Bid Bond or the Cashier’s Check shall be forfeited in the event the successful bidder fails or refuses to enter into the Contract or to furnish the required Performance and Payment Bonds.

The successful bidder will be required to furnish a Faithful Performance Bond and a Materials Payment Bond in an amount equal to one hundred percent (100%) of the Contract price. 

The school district reserves the right to accept any, or to reject any or all Proposals, or waive any informality in a Proposal.

ORDINANCE NO. 2019-04

AN ORDINANCE AMENDING THE REGULATION OF ICE AND SNOW ACCUMULATION

WHEREAS, the Town has an Ordinance regulating the depositing and removal of snow on public streets; and,

WHEREAS, the Town Council wishes to amend and clarify these regulations.

NOW THEREFORE BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING THAT THE TOWN CODE SHOULD BE MODIFIED IN THE FOLLOWING WAY: 

8-1-9: DUTY OF THE TOWN CONCERNING SNOW REMOVAL

It shall be the duty of the Town to promptly address the clearing of the roadways in the Town when there is an accumulation of snow, ice and/or other debris upon a public street, alley, or right of way. The Town shall prioritize health and safety in determining the schedule and manner of the plowing of streets and removing of snow, as well as clearing sidewalks adjacent to Town owned properties and keeping melted runoff flowing into storm drains and other water-clearing channels. The removal of accumulations may be superseded by other Town emergencies, such as water line breaks or other emergency response, as well as the employment status and hours worked of Town employees. The Mayor may approve the temporary emergency hiring of employees, contractors and/or equipment to address emergencies in extreme situations. Nothing in this Ordinance is intended to, nor is to be read as creating a cause of action for any person for failure of the Town to remove accumulations to their desired specifications or schedule.  

8-1-10: REMOVAL OF VEHICLES FOR SNOWPLOWING AND REMOVAL:

It shall be the duty of all persons owning vehicles, trailers or other apparatus parked upon the streets of the town, to remove such vehicles, trailers or other apparatus from the streets from the hours of 6:00 P.M. until 9:00 A.M. on each night between October 31st until April 30th of the following year. Nothing in this section shall be read to supersede or interfere with the town’s additional ability to have vehicles removed pursuant to subsection 6-5-14C of this code. In addition to the remedies contained within section 8-1-99 of this chapter, the public works director and/or law enforcement may have any vehicle violating this section towed at the owner’s expense.

8-1-11: ICE AND SNOW ACCUMULATIONS:

No person shall cause or permit snow, ice and/or other debris to be deposited upon a public street, alley, or right of way, except snow removed from street adjacent sidewalks and gutters may be deposited on top of accumulated snow placed on the street by the Town and/or its designee or assign. Should any deposit of snow on top of snow moved or placed by the Town and/or its designee or assign become a hazard as determined by an official representative of the Town, the State Department of Transportation and/or law enforcement, the adjacent land owner may be required to immediately remove or alter said deposit.   Any deposit of snow and/or ice not in conformity to this Ordinance shall be prima facie evidence that it was so placed by the owner, occupant or manager of the adjacent tenements or grounds.

Current Ordinance 8-1-11 is renumbered 8-1-99.
