ORDINANCE NO. 2021-05
AN ORDINANCE OF THE TOWN OF LYMAN, WYOMING MODIFYING THE NUMBER OF STREET LIGHTS REQUIRED IN A MAJOR SUBDIVISION
WHEREAS, the Town of Lyman requires a certain number of street lights be installed in a new major subdivision of the Town; and
WHEREAS, The Town Council of the Town of Lyman has recently granted a number of requested waivers of this requirement; and
WHEREAS, the number of requested waivers indicates the need for the regulating Ordinance to be modified.
NOW THEREFORE BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING THAT THE TOWN CODE SHOULD BE MODIFIED IN THE FOLLOWING WAY:
11-8-8: REQUIRED IMPROVEMENTS:
N. Lights: The subdivider shall install light poles and luminaries of the same size and brand as other poles and luminaries in the area and as approved by the engineer. The pole and luminaire shall be supplied with electricity and the luminaire shall be attached so as to illuminate and not obscure the area of intended illumination. Such light poles and luminaries shall be installed at each intersection and/or at minimum intervals equal to the interval of and corresponding with the number and placement of fire hydrants in the subdivision.
NO OTHER SUBSECTION OF ORDINANCE 11-8-8 IS MODIFIED BY PASSAGE OF THIS ORDINANCE

BUDGET ORDINANCE
BE IT ORDAINED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF MOUNTAIN VIEW, WYOMING:
SECTION ONE. The following sums of money are anticipated as revenue for the General, Water and Sewer Funds of the Town of Mountain View, Wyoming, for the fiscal year beginning July 1, 2021 and ending June 30, 2022.

SEWER FUND. $ 470,602
DOWNTOWN DEVELOPMENT FUND .$ 8,400
SECTION TWO. The following sums of money are hereby appropriated to defray the expenses of the Town of Mountain View, Wyoming, for the fiscal year beginning July 1, 2021 and ending June 30, 2022.

SECTION THREE. It is anticipated that an eight (8) mill levy for property taxes will be required for operation of the General Fund of the Town of Mountain View, Wyoming and the Town Clerk is hereby directed to forward a copy of this Ordinance to the Board of County Commissioners of Uinta County, Wyoming, and request the eight (8) mills be levied upon the property within the current boundaries of the Town, for Town purposes.
SECTION FOUR. An itemized budget document containing anticipated revenues and proposed expenditures is attached hereto and is hereby approved by the Town Council and by reference made a part hereof.
SECTION FIVE. Pursuant to the terms of Town Ordinance the Town Council reserves the right to amend the annual budget as necessary, by appropriate resolution of said Council.

Councilwoman Shelton made a motion to approve the agenda as amended, second by Councilman Hooton, motion carried unanimously.
Councilman Spray made a motion to approve the minutes of the May 20, 2021 business meeting and work session, second by Councilwoman Shelton, motion carried unanimously.
Ordinance No. 2021-04 AN ORDINANCE ENTITLED “ANNUAL APPROPRATION BILL FOR THE FISCAL YEAR ENDING JUNE 30, 2022” Councilman Spray made a motion to approve Ordinance No. 2021-04 on the third and final reading, second by Council Hooton, motion carried unanimously. The council will address the police department vehicle in January to see if the revenues are coming in at budgeted amounts (mainly the WyoLotto). At this point it will be determined if the vehicle can be purchased or not.
Mayor Berg opened the public hearing for Ordinance No. 2021-05. No public comment, public hearing was closed.

Motion by Tori Carter, second by Jamy Ferrin to enter into contract with YOUTH ALTERNATIVE HOME ASSOCIATION (YAHA) TO PROVIDE THE CITIZENS OF MOUNTAIN VIEW, COUNSELING, SHELTER AND OTHER AVAILABLE ASSISTANCE RELATING TO YOUTH IN NEED, AND THEREBY PROMOTE THE HEALTH AND BEST WELFARE OF SAID CITIZENS IN THE AMOUNT OF $750.00 FOR FISCAL YEAR 2020/2021; motion carried.
