Mayor, Bryan Ayres led the Pledge of Allegiance.

The August 6, 2024 Mountain View Town Council meeting was called to order at 1:04 pm by Mayor Bryan Ayres. Those present were, council members, Tori Carter, Jenny Harvey and Kelly Bonner, Clerk, Penny Robbins, and Public Works Director, Jacob Porter. Attorney, Brandon Taylor attended via zoom.

Motion by Tori Carter, second by Kelly Bonner to approve the agenda, motion carried.

Motion by Kelly Bonner, second by Jenny Harvey to approve the July 16, 2024 meeting minutes; motion carried.

Motion by Tori Carter, second by Kelly Bonner to move the August 20, 2024 meeting to August 22, 2024 due to Primary Elections, motion carried.

Motion by Kelly Bonner, second by Tori Carter to name the Park Pavilions to Kings Peak for the large pavilion, Red Castle for the medium Pavilion and Gilberts Peak for the small pavilion, motion carried. This should help with identifying reservations in the different pavilions, motion carried.

The July 16, 2024 Mountain View Town Council meeting was called to order at 7:00 pm by Mayor Bryan Ayres. Those present were, council members, Jamy Ferrin, Jenny Harvey and Kelly Bonner, Clerk, Penny Robbins, and Public Works Director, Jacob Porter. Attorney, Brandon Taylor attended via zoom.

Motion by Jenny Harvey, second by Kelly Bonner to approve the agenda, motion carried.

Motion by Jamy Ferrin, second by Jenny Harvey to approve the July 2, 2024 meeting minutes; motion carried.

Motion by Jamy Ferrin, second by Kelly Bonner to award the truck bid to Performance Ford Lincoln of Bountiful, Utah in the amount of $51,071.41 and to authorize the clerk to issue the check, motion carried.

Motion by Jamy Ferrin, second by Jenny Harvey to approve the Park Use Permit for adult softball, motion carried.

Motion by Jenny Harvey, second by Kelly Bonner to approve the Park Use Permit and Concessions Agreement for AYSO soccer, motion carried.

Motion by Jamy Ferrin, second by Kelly Bonner to change the August 6, 2024 meeting to an afternoon time on that day, motion carried.

Mayor Ayres presented a gift to the maintenance and summer hire employees for the excellent job they did during the Little League District Tournament and Senior League State Tournament July 10-13, 2024.

Invitation to Bid

Project: Elevated Living Assisted Living 

Project Location: 103 East Sage Street, Lyman Wyoming 82937

Project Description:

The Elevated Living Assisted Living facility is a 25,293 sf facility with 32 assisted living rooms.

The main level has the following amenities; dining room, private dining room, exercise room, salon, bistro.

There is a commercial kitchen with a type 1 hood and makeup air system.

There is an 1,576 sf upper level with three offices and mechanical rooms.

The construction type will be VA using standard wood framing and wood trusses. All structural members will be rated from the inside. The main occupancy is I-1. The building will be fully sprinkled.

There is porte-cochere that will be built as non-combustible with metal framing.

Pre-bid Conference

A pre-bid conference will be held on the project site from 9-10 am on September 13, 2024, with the architect and civil engineer.

Submittal Deadline and Bid Opening:

Bids, Bonding, and proof of Builder’s Risk Insurance must be sent by sealed envelope to the Lyman City Hall located at 100 E Sage St, Lyman WY 82937 no later than 2pm on the September 27, 2024 (“Submittal Deadline”) Bids will be publicly opened read by the city. The city will officially announce the contract winner on October 7th at the town meeting.

Type of Bid:

Bids will be submitted on a lump-sum basis. Segregated bids will not be accepted.

Owner’s Right to Reject Bids:

The city reserves the right to reject any or all bids and to waive any irregularities therein and/or in the bidding.

Uinta County is seeking proposals for the removal of excess dirt behind the cabins on the east side of the valley at the lodge area of the Uinta County Youth camp located at 11361 County Road 271, Robertson, Wyoming.
