PUBLIC NOTICE

The Ready Rocks, Inc. of Mountain View, WY has applied for a small mining permit amendment from the Land Quality Division of the Department of Environmental Quality for the State of Wyoming. The mining permit amendment area for the mining of sand and gravel will be located in: SW ¼ of Section 7 and the NW ¼ of Section 18, T15N, R114W, Uinta County, Wyoming. The area is approximately 2 miles northeast of Mountain View, Wyoming east of Uinta County Road 241 (Walker Lane). A portion of the permit area has been permitted as a limited mining operation The proposed operation is scheduled to begin September 2022 and is estimated to continue until 2035.

Information regarding this application may be reviewed in the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander or the Uinta County Clerk’s Office, Evanston, Wyoming. Written objections to the proposed mining operation must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY  82002 before the close of business September 12th. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.wyomingdeq.commentinput.com/.  The Director shall issue a final written decision on the application within thirty days after the deadline to file objections. The applicant or objector may appeal the Director’s written decision to the Environmental Quality Council (EQC). If a hearing is held, the EQC shall issue findings of fact and a decision within sixty days after the final hearing. The hearing shall be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115), and the right of judicial review shall be afforded as provided in that Act.  All parties as given in W.S. §35-11-406(j) will be mailed a copy of this notice. The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as required in W.S. §35-11-406(j).

NOTICE TO CONTRACTORS

Notice is hereby given that Board of Trustees of Uinta County School District #6, 126 North Franklin, Lyman, Wyoming will receive sealed Bid Proposals on or before 1:00 p.m., Friday, March 24, 2023, to remove and replace existing flooring in the Urie Elementary School according to product specifications included in the bid package. The full scope of work will be included in the bid package. Work may begin on May 30, 2023 and must be completed by July 14, 2023.

Proposals shall be submitted in accordance with the Contract Drawings, Specifications, and other Contract Documents as prepared by Uinta County School District #6.

A mandatory job walk will be held at the Urie Elementary School, 1707 Powers Avenue, on Friday, March 10, 2023 at 10:00 a.m.

Each proposal shall be accompanied by a Certified or Cashier’s Check or Bid Bond for not less than five percent (5%) of the bid amount, made payable to the Uinta County School District #6. If a certified or cashier’s check is used in lieu of a bid bond, execution of a 100% Performance and 100% Payment Bond must accompany the bid. The Bid Bond or the Cashier’s Check shall be forfeited in the event the successful bidder fails or refuses to enter into the Contract or to furnish the required Performance and Payment Bonds.

The successful bidder will be required to furnish a Faithful Performance Bond and a Materials Payment Bond in an amount equal to one hundred percent (100%) of the Contract price.

The school district reserves the right to accept any, or to reject any or all Proposals, or waive any informality in a Proposal.

ADVERTISEMENT FOR BIDS

The Owner will accept sealed proposals, subject to the conditions contained in the General Conditions, Special Provisions and Specifications until March 3, 2023; at 11 a.m., at Uinta County School District No.4 Central Office, 129 West Second Street, Mountain View, Wyoming 82939, and then publicly opened and read aloud. Proposals will be received for the work as set forth in the bid package, the project generally being described as follows:

This project will consist of replacing the existing sidewalk and entrance at Mountain View High School. Included will be some brick replacement, underground piping, and drainage structures. This project will be bid in schedules and bidders may bid any or all schedules. The Schedules shall consist of:

1. Preliminary Site work consisting of removing the old concrete, removing brick, and trees and stumps, preparing the subgrade for concrete placement, and relocating a fire hydrant and FDC, and installing a storm water sump.

2. Concrete placement including sidewalk, entrance slab, and valley pans, and replacing brick around the air intake.

3. Relocation of a fire hydrant, relocating a fire department connection, and replacement of a storm sewer sump pump system.

Copies of the plans, specifications and contract documents may be obtained by contacting the office of Uinta Engineering and Surveying, Inc.; 808 Main Street, Evanston, Wyoming 82930; Phone:(307) 789-3602; Fax: 789-6456.

These documents will be available electronically for download at no cost, by contacting the Engineer for instructions. A pre-bid meeting will be held on February 27, 2023; at 10:00 a.m. at Mountain View High School, in Mountain View Wyoming.

Wyoming State Statutes apply to the bidding and construction of this Public Works Project including but not limited to the following sections: W.S. 9-2-3004 10% Bid Bond Required; W.S. 16-6-102 5% Resident Contractor Preference; W.S. 16-6-104 5% Wyoming Materials and Suppliers Preference; W.S. 16-6-112 Performance Guarantee; W.S. 16-6-201 – 16-6-206 Resident Labor Preference; and W.S. 27-3-502(f) Registration with Taxing Authority.

The Owner reserves the right to reject all bids and waive any informality in same if the Governing Body determines that it is in the best interest of the Owner to do so. No bidder will be allowed to withdraw their bid for a period of thirty (30) days or until the successful bidder has entered a contract with the Owner.

The project shall be substantially complete by August 1, 2023, and completed by August 15, 2023.
