Minutes of the Business Meeting held June 15, 2023

The meeting was called to order by Mayor Hooton, present was Councilmember’s Gregg Moretti, Jimmy Bramlett and Bronson Berg.  Eric Quinney via Zoom.

Mayor Pro-Tem Quinney asked for a motion to approve Hooton Tech as the Town of Lyman IT provider, Councilman Bramlett made this motion, second by Councilman Berg, motion passed.  Mayor Hooton and Councilman Moretti recuised themselves from voting. Mayor Pro-Tem Quinney turned the meeting back to Mayor Hooton.

Councilman Moretti made a motion to approve the agenda as amended, second by Councilman Berg, motion carried unanimously.

Councilman Bramlett made a motion to approve the minutes of the June 1, 2023 Business Meeting and Work Session, second by Councilman Moretti, motion carried unanimously.

Councilman Quinney made a motion to approve amending Purchase Order 2023-05 to Major Roofing and Construction to reflect the amount of $19,510.00, second by Councilman Moretti, motion carried unanimously.

Councilman Moretti made a motion to approve Purchase Order 2023-06 in the amount of $5,201.00 to Pepper Ball, second by Councilman Berg, motion carried unanimously.

Councilman Bramlett made a motion to approve Purchase Order 2023-07 in the amount of $15,681.00 to Dave Norris Construction, second by Councilman Quinney, motion carried unanimously.

Councilman Moretti made a motion to approve the Beverage Catering Permit for the Summer Concert Series, 3 concerts at Heritage Park and 1 @ Rodeo Grounds Pavilion, second by Councilman Berg, motion carried unanimously.

Councilman Bramlett made a motion to approve Resolution # 2023-08 A RESOLUTION ESTABLISHING WATER AND WASTEWATER RATES, second by Councilman Quinney, motion carried unanimously.

Councilman Moretti made a motion to approve Resolution # 2023-09 APPROVING THE FINAL PLAT FOR THE ML & RA ADDITION LOCATED WITHIN THE TOWN OF LYMAN, UINTA COUNTY, WYOMING, second by Councilman Berg, motion carried unanimously.

The June 20, 2023 Mountain View Town Council meeting was called to order at 7:01 PM by Mayor, Bryan Ayres. Those present were, Council President, Jamy Ferrin, Council Members, Jenny Harvey, Tori Carter, and Kelly Bonner, Clerk Treasurer, Penny Robbins, Jake Porter with Public Works, Chief of Police, Allister Bunch and Attorney, Mark Harris.

Motion by Jenny Harvey, second by Kelly Bonner to approve the agenda tabling Resolution 2023-18 until the July 5, 2023 meeting; motion carried.

Motion by Tori Carter, second by Jenny Harvey to approve the June 5, 2023 meeting minutes; motion carried.

Motion by Jamy Ferrin, second by Jenny Harvey to approve RESOLUTION 2023-16 A RESOLUTION AMENDING THE 2022-2023 ANNUAL BUDGET OF THE TOWN OF MOUNTIN VIEW TO INCREASE THE REVENUE AND EXPENDITURES IN THE GENERAL FUND IN CERTAIN LINE ITEMS FOR THE FISCAL YEAR ENDING JUNE 30, 2023; motion carried.
