Minutes of the Business Meeting held September 21, 2023
Held at Lyman Town Hall, Council Chambers
The meeting was called to order by Mayor Hooton, present was Councilmember’s Gregg Moretti, Bronson Berg and Jimmy Bramlett. Mayor Hooton and Eric Quinney were present via Zoom.

Councilman Moretti made a motion to approve the agenda as amended, second by Councilman Bramlett, motion carried unanimously.
Councilman Quinney made a motion to approve the minutes of the September 7, 2023 Business Meeting and Work Session, second by Councilman Moretti, motion carried unanimously.
Ordinance No. 2023-02 AN ORDINANCE PERMITTING COMPENSATION OF PLANNING AND ZONING COMMISSION MEMBERS BY RESOLUTION OF THE TOWN COUNCIL Councilman Moretti made a motion to approve Ordinance No. 2023-02 on the third and final reading, second by Councilman Bramlett, motion carried unanimously.
Councilman Moretti made a motion to add Resolution # 2023-14 to the agenda, second by Councilman Bramlett, motion carried unanimously.
Mayor Hooton opened the public hearing for Ordinance No. 2023-03. No public comments. Public Hearing was closed.
Ordinance No. 2023-03 AN ORDINANCE AMENDING THE AGE AT WHICH A DOG OR CAT NEEDS TO BE LICENSED Councilman Moretti made a motion to approve Ordinance No. 2023-03 on the second reading, second by Councilman Bramlett, motion carried unanimously.
Resolution # 2023-13 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LYMAN INCORPORATING THE TOWN’S ON-CALL COMPENSATION POLICY INTO THE EMPLOYEE MANUAL Councilman Quinney made a motion to table Resolution # 2023-13, second by Councilman Berg, motion carried unanimously.
Resolution # 2023-14 APPROVING THE PLAT FOR THE C & K SUBDIVISION AN EXTRATERRITORIAL SUBDIVISION NEAR THE TOWN OF LYMAN, UINTA COUNTY, WYOMING Councilman Quinney made a motion to approve Resolution # 2023-14, second by Councilman Berg, motion carried unanimously.
Resolution # 2023-15 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LYMAN SETTING COMPENSATION FOR THE MEMBERS OF THE LYMAN TOWN COUNCIL PLANNING AND ZONING COMMISSION MEMBERS Councilman Moretti made a motion to approve Resolution # 2023-15, second by councilman Berg, motion carried unanimously.
A request for reduced water rates for Yvonne Neuenschwander failed from lack of a motion.
Councilman Quinney made a motion to approve the Beverage Catering Permit for Wyoming Highway Patrol on 6/22/2024 at the Heritage Barn, second by Councilman Berg, motion carried unanimously.
Councilman Quinney made a motion to table the Mutual Aid Agreement between the Town of Lyman and Unita County, second by Councilman Bramlett, motion carried unanimously.

PUBLIC HEARING NOTICE
The Town of Lyman will be holding a public hearing October 19, 2023 6:00 p.m. Lyman Town Hall. The purpose of the public hearing is to receive public input of Ordinance No. 2023-04 AN ORDINANCE AMENDING THE REQUIREMENTS OF CITIZENS TO REMOVE SNOW AND ICE ACCUMULATIONS.

ORDINANCE NO. 2023-03
AN ORDINANCE AMENDING THE AGE AT WHICH A DOG OR CAT NEEDS TO BE LICENSED
WHEREAS, the Lyman Community Resource Officer, in coordination with the Planning and Zoning Commission Members has recommended that the age requirement for animals to be licensed be amended; and
NOW THEREFORE BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING THAT THE TOWN CODE SHOULD BE MODIFIED IN THE FOLLOWING WAY:
5-3A-11: LICENSING OF DOGS AND CATS:
A. Licensing Required: Any person owning, harboring or caring for a dog or cat within the Town may be permitted to do so by obtaining an annual license from the town clerk or other officer appointed by the town. Any person owning, harboring or caring for a dog or cat which was born in the Town and continually maintained in the Town may be permitted to do so by obtaining an annual license from the Town Clerk or other Officer appointed by the Town on or before the date the animal reaches ninety (90) days old.
B. Vaccination Certificate Required: The license shall be issued after the owner, harborer, or keeper provides a certificate of vaccination showing the dog or cat is currently vaccinated against rabies and parvo, and paying a license fee as set forth in subsection E of this section. Should a license be issued for an animal less than six (6) months old, that animal’s owner, harborer or keeper shall submit proof of such vaccination upon the animal reaching the age of six (6) months.
No other portion of Ordinance 5-3A-11 shall be modified by the passage of this Ordinance.

The September 19, 2023 Mountain View Town Council meeting was called to order at 7:03 pm by Council President, Jamy Ferrin. Those present were, council members, Kelly Bonner and Jenny Harvey, Clerk, Penny Robbins, Jake Porter with Public Works and Deputy Clerk, Tammy Murray.

Kendra Safford with Uinta County Suicide Prevention Task Force provided information on suicide data, suicide prevention and upcoming workshops. Lacy Collins provided information on the Suicide Awareness Walk For Life that will take place on September 29, 2023 at 5:00 pm in the town park.
